When you need images as a PDF
Plenty of forms only take PDFs: insurance claims, visa and DMV portals, school assignments, expense reports, rental applications. Meanwhile the documents live on your phone as photos. Converting JPG to PDF puts one image on each page, in the order you choose, in a single file anyone can open.
Most converters upload your photos and cap you at around 20 images. That's a problem when those photos are your driver's license, pay stubs or medical bills. This tool builds the PDF in your browser, so your images never leave your device and there's no file limit.
Choosing page size, orientation and margins
Page size: pick US Letter (8.5 x 11 in) for anything American that might get printed. That's what every US office printer loads. Pick A4 for documents going to Europe, India, Australia and most of the world. Legal (8.5 x 14 in) is mainly for US legal and real estate paperwork. Fit to image makes each page exactly the size of its photo at 96 pixels per inch, with no white borders. Great for portfolios and screenshots, awkward for printing.
Orientation: Auto rotates each page to match its image, so a landscape photo gets a landscape page and fills it better. Force Portrait when a portal expects all pages upright, or Landscape for slides and wide charts.
Margins: None puts the image edge to edge, but most home printers can't print the outer 0.2 inches, so it may get clipped. Normal (0.5 in) is a safe default for printing. Large (1 in) leaves room for hole punches, binding or handwritten notes.
Images are always scaled to fit inside the margins without cropping or stretching, and centered on the page.
Worked example: submitting receipts for an expense report
You have eight receipt photos from a business trip. Add them all, then reorder by date with the arrows (or by dragging on desktop). Choose US Letter, Auto orientation and Normal margins, then press Create PDF. You'll get an 8-page PDF, each receipt centered on its own page, ready to attach. Rename it to something like 2026-03-Chicago-Receipts.pdf so finance can find it.
Scanning a two-sided ID for a verification portal? Add the front, then the back, choose Portrait and Large margins so the card isn't blown up to fill the whole page. That looks odd and some reviewers reject it.
Quality and file size
JPG and PNG files are embedded as-is, with no re-compression, so the PDF has the exact same quality as your photos and its size is about the total of the images. WebP and GIF images, and JPGs that carry a rotation flag, are redrawn once at high JPG quality so they appear the right way up. A phone's orientation tag is honored, so portrait photos don't come out sideways, which is a classic bug in simpler converters.
If the PDF comes out too large for an upload limit (many portals cap at 5 or 10 MB), shrink the photos first with the Image Compressor or Image Resizer. Around 1600 pixels on the long side is plenty for a readable document page. A 12 MP phone photo is overkill for a receipt.
Pitfalls
HEIC photos from iPhones aren't supported by most browsers directly. Convert them with HEIC to JPG first, then come back. Photos of documents taken at an angle stay at an angle; a PDF doesn't straighten them. Shoot straight on, fill the frame, and use good light, or use your phone's built-in document scanner (Notes on iPhone, Google Drive on Android) for the capture step.
Transparent PNGs keep their transparency, which shows as white in nearly every viewer. And remember that a PDF of photos is still just pictures: text isn't searchable or selectable unless you run OCR later. That's fine for almost every upload portal.

Why do some converters put my photos sideways?
Phone photos often store rotation as a hidden EXIF flag. This tool reads it, so portrait photos come out upright.
Can I convert HEIC photos to PDF?
Convert them to JPG first with our HEIC to JPG tool, then add the JPGs here. Most browsers cannot read HEIC directly.
How do I make the PDF smaller?
Resize or compress the images first. Around 1600 pixels on the long side keeps documents readable and cuts file size a lot.
Can I put several images on one page?
Not yet. Each image gets its own page, which is what most upload portals expect.
